In accordance with s5.5(2) of the Local Government Act 1995, notice is given that a Special Meeting of Council is scheduled to be held in the Council Chambers, Midland Town Hall, 312 Great Eastern Highway, Midland on: 

Wednesday, July 31, 2024 at 6pm 

This Special Meeting of Council has been convened for the purpose of considering the following: 

  • Eastern Metropolitan Regional Council

Members of the public are welcome to attend and participate in Special Meetings of Council, however matters of a confidential nature may be considered and resolved behind closed doors and therefore be closed to the public gallery.

In accordance with section 6.36 of the Local Government Act (1995), notice is hereby given to the ratepayers of the intention of the City of Swan to levy the following differential rates for each rating category for the 2024/25 financial year.

The Statement of Objects and Reasons for the above differential rates was adopted for advertising at the Special Meeting of Council on Monday, April 29, 2024.

All submissions in writing with reference to the proposed differential rates should be emailed to rates@swan.wa.gov.au by 5pm on Thursday, May 23, 2024. You can also complete this survey (this survey has closed). Once Council has considered the submissions, the Differential Rates and the 2024/25 Budget (with or without modification) will be adopted.

Due to the unusually dry autumn and ongoing significant fires, the FES Commissioner has pursuant to section 17(6) of the Bush Fires Act 1954, extended the Prohibited Burning Period until 5 May 2024 in metropolitan Local Government areas, including the City of Swan. 

This mean all burning including garden refuse remains prohibited and no permits to burn will be issued.

The City of Swan is seeking expressions of interest from qualified design professionals to join the City’s Design Review Panel. This panel will provide the City with a range of expert advice on architecture, urban design, landscape architecture, sustainability, and other design aspects of proposals.

Prior to making a submission, applicants are encouraged to view the City’s Design Review Local Planning Policy , which sets out the operations of the City’s Design Review Panel and the terms of reference.

Panel members are expected to meet approximately 30-40 times a year and will be remunerated at an hourly rate set by Council. The City Design Review Panel meeting are held on Tuesday afternoons between 1-4pm.

Eligibility of this membership is assessed on the following selection criteria:

  • Demonstrated knowledge of the composition, character, heritage and desired built form from the City of Swan.
  • Demonstrated knowledge and understanding of the State’s Planning Framework, relevant local government policies, development controls and design issues in the local area.
  • Demonstrated high level of expertise and knowledge in their particular field of architecture, urban design, landscape architecture, town planning, sustainability and heritage relevant to the City. Other disciplines may include planning, transport, public art, accessibility or civil and structural engineering.
  • The heritage expert member on the panel shall have local knowledge and experience of heritage of the City of Swan. Particularly related to the Midland, Swan Valley and Guildford localities. This member will also have academic qualifications relevant to heritage to include at least one of the following particular fields of history: art history, archaeology, conservation science, heritage botany and horticulture and/or aboriginal studies.
  • Direct experience in design review panel process.
  • Experience in attending or assisting with State Administrative Tribunal proceedings.
  • Demonstrated ability to provide high level of written, verbal and interpersonal communication skills to ensure that advice provided to proponents is clear and concise.
  • Current registration with their relevant professional body is desirable. Where relevant, it is desirable that the applicant is eligible for registration with an appropriate professional body or organisation in Western Australian and/or holds good standing with the relevant professional body.
  • Ability to work in a multi-disciplinary team.
