Ellenbrook Town Centre Parking Plan

To proactively manage an increase in demand for parking in Ellenbrook Town Centre, the City of Swan has increased parking management as per the Ellenbrook Town Centre Parking Plan below.

Ellenbrook is home to the City’s fastest-growing population, and many social and infrastructure projects are in progress as the City works to activate this precinct for our thriving community. 

To support this, the following parking management options have been introduced to make parking as fair and equitable as possible, while alleviating pressure from the town centre:

  • Ellenbrook Town Centre Parking Station No. 20 will provide all-day paid parking from Monday to Friday between 8am-5pm at $8.40 per day or $2.10 per hour. The first two hours of parking are free
  • Ellenbrook Town Centre on-street parking will provide a 3P paid ticket (maximum three-hour parking) from Monday to Friday between 8am-5pm at $2.60 per hour. The first hour of parking is free.

The Ellenbrook Town Centre parking management plan introduces time-limited and paid parking to ensure that bays are available for people visiting businesses and services in the Ellenbrook Town Centre.

With the opening of the new strain station and increasing activation in the town centre, demand for parking is also increasing. 

If the City doesn't introduce better parking management, parking will be uncontrolled and used by commuters - making the bays unavailable for business and customer parking. 

All-day paid parking will be available for business owners and staff to park. However, the most convenient spaces will be time-limited to provide easy access for customers.

There isn't the land available to build more parking. The Public Transit Authority (PTA) has developed a 500-bay car park as part of the delivery of Ellenbrook Train Station. However, the City anticipates an overflow of commuters to park in the free on and off-street parking in the town centre. This plan will ensure that the most convenient parking is available for the highest priority users.

If you have accidentally paid for parking before the fees are formally introduced on Monday, February 24, 2025, please contact the City via swan@swan.wa.gov.au with evidence of payment and we will arrange a refund. 

The City does not currently support the use of residential parking permits. The instigation of any future residential parking permit program is required to be endorsed by Council.

Local business owners and staff can apply for an annual parking permit at a cost of $417.50 (GST inclusive) valid from October 1 to September 30. A pro-rata fee will apply for applications within the permit period.

To apply for a permit complete the application form and return to the City via swan@swan.wa.gov.au. Payment must be made in full upon collection of the permit.

The City can’t provide this service as it is contrary to good parking management. It’s also difficult to manage with business staff turnover rates.

Every new development is different, with parking requirements dictated by the type of land use proposed. Each development will go through an assessment and approval process, where parking is also considered in the assessment.

Residents may find street parking near their property is time-limited during business hours, however majority of parking near residential areas will remain unlimited.

No, Ellenbrook offers a range of free on-street parking bays in several locations. However, if you are commuting or working and wish to secure all-day parking an all-day fee will be charged in some locations.

No. Transperth car parks are for passengers only. Stations are monitored to ensure vehicles have paid for parking and tagged onto a Transperth service.

The design for Swan Active Ellenbrook will include on-site parking for customers using the facility. There may be some modifications to street parking adjacent to the site required as part of the facility. This will be confirmed during the design process, in line with consultation outcomes.
