A Development Contribution Plan (DCP) is a legal arrangement between the City and specified landowner(s) to share the costs of building new infrastructure for that area.
Preparing a DCP starts with identifying a development area and its need for infrastructure.
Landowners in the affected area are then required to contribute towards the cost of that infrastructure, but only once an application to develop/subdivide the land has been approved.
DCPs are legislated under the State Planning Policy 3.6 Infrastructure Contributions (SPP 3.6), providing an equitable system for charging development contributions across DCAs.
Contributions made by developers are usually by way of land, infrastructure, or payments towards the provision of infrastructure required to meet the community's needs in new and established urban areas.
