The City of Swan has codes of conduct to ensure acceptable standards and a commitment to ethical and professional behaviour.
Council adopted the City of Swan Code of Conduct - Councillors, Committee Members and Candidates at the Ordinary Meeting of Council of 12 May 2021. The purpose of the Code is to guide the decisions, actions and behaviours of members, both in council and on council committees, and of candidates running for election as a Councillor.
Councillors must comply with the provisions in the Code in fulfilling their role and responsibilities in council and on council committees, as set out in the Act.
An individual who has nominated as a candidate for election as a Councillor is also required to demonstrate professional and ethical behaviour during their election campaign. If elected, the individual must continue to comply with the Code in council and on council committees.
The Code provides for:
- overarching principles to guide behaviour
- behaviours which are managed by local governments
- rules of conduct breaches which are considered by the Standards Panel.
A policy has been prepared to assist both community and council understand how complaints will be dealt with.

If you believe a Councillor or a candidate has breached Division 3 of the Code, a complaint will be required to be lodged on the appropriate form within one month of the alleged conduct and lodged with the CEO as Complaints Officer for the City. Any complaints relating to candidates can only be dealt with if the candidate is elected to Council. These complaints will be considered by Council.
If you believe a Councillor has breached a Division 4 Rule of Conduct, a complaint will be required to be lodged on the appropriate form and lodged with the CEO as Complaints Officer for the City. These complaints will be forwarded to the Local Government Standards Panel for consideration.

The City of Swan has an Employee Code of Conduct that sets out the standards of conduct and integrity required by all employees.
The Code applies in the work environment and also includes events and activities that occur outside of business hours and/or away from City premises.
All staff are required to read and sign a copy of the Code of Conduct as part of their induction to the City.
