Calculating your rates

Your rates are divided and shared across all rateable properties across the City of Swan. Rates help us deliver essential services and projects that will sustain our community for many years to come.

Local Government Rates are levied annually on all rateable properties based on the “basis of valuation” applied to the property:

  • Unimproved Valuation (UV) – for properties used predominantly for rural purposes, or
  • Gross Rental Valuation (GRV) – for properties used predominantly for non-rural purposes

The City levies differential rates, which are based on property use.

The valuation of each property – an Unimproved Value (UV) or Gross Rental Value (GRV), as assessed by the Valuer General, is multiplied by the relevant rate in the dollar set by Council, subject to the annual Minimum Rate payment.

The City of Swan is responsible for the construction and maintenance of drainage infrastructure in the Midland, Guildford, South Guildford, Hazelmere and parts of Woodbridge and Viveash areas.

As a result, residents in these areas are charged Specified Area Rates for this service.

  • The Water Corporation does not perform drainage works, or charge a drainage rate, in the Midland, Guildford, South Guildford, Woodbridge and parts of Viveash and Hazelmere.
  • The City is responsible for construction and maintenance of drainage infrastructure within this area, and the total cost to carry out these works over a number of years is estimated at $25 million.
  • This Specified Area Rates are shown separately on your Rate Notice.
  • The calculation method for the Specified Area Rate is the same as the calculation of your Rates – your property GRV is multiplied by the rate in the dollar.
  • The Specified Area Rates for the current financial year are shown in the table below.

  • From July 1, 2015, Council introduced two (2) SARs: GRV Hazelmere Industrial Area Infrastructure and UV Hazelmere Industrial Area Infrastructure - based on the basis of valuation applied to the property, either GRV or UV.
  • The City is responsible for construction and maintenance of the roads, footpaths and drainage infrastructure in the current and future industrial areas in Hazelmere. The total cost to carry out these works over a number of years is estimated at $74.4 million. This SAR is shown separately on your rate notice. Properties rated on GRV will be levied GRV Hazelmere Industrial Area Infrastructure and those rated on UV will be levied UV Hazelmere Industrial Area Infrastructure.
  • The SARs for the current financial year are shown in the table below.
